The “Human Resources Development” Program (HRDP) 2021 – 2027 is aimed at achieving higher-quality and more sustainable employment in the country by creating new jobs, overcoming challenges in the labour market, ensuring more and better opportunities for social inclusion of vulnerable groups, and providing equal opportunities for participation in economic and social life.

Eligible candidates and target groups of the program are:

Self-employed individuals;

Employers;

Educational organizations and institutions;

Career guidance centres, career development centres, and entrepreneurship development centres;

Social partners; NGOs; social enterprises; municipalities; and others.

PRIORITIES & SPECIFIC OBJECTIVES

PRIORITY 1 “PROMOTING EMPLOYMENT AND DEVELOPING NEW SKILLS”

Focused on businesses, with the following specific goals:

  • SPECIFIC GOAL “Entrepreneurship” – including support for stimulating entrepreneurship for those wishing to start a business, development and evaluation of business ideas, training for entrepreneurial skills.
    SPECIFIC GOAL “Adapting Enterprises and Employees” – support for better adaptation of enterprises and employees to changes and modern requirements of the work environment.
    SPECIFIC GOAL “Training, Qualification, and Retraining” – support for qualification, retraining, and acquiring new skills; investing in skills aligned with the labor market needs, focusing on digital skills and lifelong learning in businesses, and more.

PRIORITY 2 “SOCIAL INCLUSION AND EQUAL OPPORTUNITIES”

Direct assistance for modernizing social protection systems in the country and enhancing the effectiveness of the provided social services and their monitoring.

PRIORITY 3 “PROMOTING YOUTH EMPLOYMENT”

Direct assistance for enhancing the competitiveness of youth in the country.

PRIORITY 4 “SOCIAL INNOVATIONS”

Focused on businesses, including support for building capacity for social innovations; developing new ideas for products, services, and models that meet social needs; innovative tools and models for adapting workers, enterprises, and entrepreneurs to changes.

PRIORITY 5 “TECHNICAL ASSISTANCE”

Direct assistance to the Directorate General “European Funds, International Programs and Projects” of the Ministry of Labour and Social Policy for the effective, efficient, and appropriate implementation of the Human Resources Development Program (HRDP).
